Haiti Adoption  (Program Open for Applications) Program Time expectations: up to 3 years
   The adoption process has received some new life after the devastation of the earthquake and the political upheaval from the subsequent elections. The Ministry of Social Affairs and Work tabled draft legislation that calls for adoption reform and the new President is promising to provide adoptions under the Hague Convention.  The new Parliament has not yet made any rulings on either issue. Child trafficking is still a major concern and a reality made worse since the earthquake.  Parents will need to attend mandatory agency orientation education session for this program.  Children can be proposed less than 12 months of age with either gender available equally.  Adoption conclusions for Haiti after child proposal can take months. (parents should review linked video above)   Mission of TEARS (Ontario) is now accepting limited qualifying applications for this program.  Haiti is a non Hague country program.

South Africa (program is not accepting new applications) See updates on home page regarding Immigration review of this program.
   South Africa has applied the Hague Convention to regulate their Intercountry Adoption program and the result has been an effective and efficient process for parents to experience.  The South African program is not built to accommodate quantity but quality in placements and perspective parents are expected to be well prepared in adopting from this cross cultural and unique setting.  This completely English language program simplifies document preparation and allows a comfortable conclusion to the adoption overseas for parents. 
South Africa provides an adoption program different to most other African countries due to its advanced social service system and infrastructure including leading medical facilities.  Families and children in adoptions from South Africa will profit in the reality of having a professional and well experienced South African social worker to facilitate the process overseas.     Applicants looking to apply for South Africa must attend a Specific Policy and Procedure Certificate (S.P.P. Certificate) seminar for this country and a Trans Racial Training  (T.R.R. Ukraine (program open for new applicants) Program time expectations: three years plus
 
Ukraine is a non Hague country.  In preparation to receive new perspective applicants for this program our agency will provide mandatory information sessions outlining the Specific’s to the Policy and Procedures for Ukraine. Younger children (under 5 years) are limited to applicants under age 45 years (both) and most children for Intercountry adoptions will be older (over 5 years). Applicants will need to keep file up to date and current for this program and may need to apply more than once to get a file registered. Applicants should prepare for at least a three year time frame.


Russia (program is not open for new applicants)
 
NGO status has been obtained by all Ontario agencies including Mission of Tears(Ontario)

 
Kenya (program open for new applicants) Program time expectations: less than two years
 
Kenya offers a unique experience to become an adoptive parent more immediately than most programs. Because of this, Kenya as a program requires you to prepare and plan with the agency well in advance of any travel.  Specific training in language and cultural orientation is a requirement.  Training is done both in Canada and Kenya in meeting these requirements. This program is developed mainly as a relative adoptive program. Again, planning in advance is required call Mission of TEARS (Ontario) general office line 416-449-0018 ext 101

Nigeria (non Hague) Time line expectations : case subjective

Nigeria requires one person must be Nigerian to apply.  This program serves relative and non relative applications.


Ethiopia (non Hague) (program not open for new applicants) Time line expectations: case subjective

(under Imagine Adoption/Kids Link)  Mission of TEARS (Ontario) manages this Ethiopian program which can allow for young children to be proposed.  The immediate future for new applicants when allowed would most likely be for older or sibling groups more in line with the majority of waiting children now inside Ethiopian orphanages. 

To best serve families’ the agency works with a limited number of new applicants in all programs.
